What China's 2025 Economic Figures Mean for Foreign Founders Setting Up in China
A practical read of China's 2025 national economic and social development statistics for foreign entrepreneurs: growth, industrial upgrading, consumption, trade exposure, urbanisation, and the policy signals that matter when registering and operating a company in China.
Why the 2025 Statistical Communiqué Matters to Foreign Founders
China's National Bureau of Statistics released its 2025 national economic and social development communiqué on 28 February 2026. For a foreign founder weighing up incorporation, a wholly foreign-owned enterprise, or a joint venture in China, the report is less a political document than a map of demand, costs, and industrial priorities. It sets out where output grew, which sectors are being pushed forward, how consumers behaved, and how urbanisation and trade flows are shifting. Below is a practical digest of the facts, framed for founders who need to plan hiring, site selection, and product positioning.
Headline Growth and What It Says About Market Depth
Preliminary accounting put gross domestic product for 2025 at 1,401,879 billion yuan, up 5.0% on the previous year. By sector, primary industry value added reached 93,347 billion yuan (up 3.9%), secondary industry 499,653 billion yuan (up 4.5%), and tertiary industry 808,879 billion yuan (up 5.4%). Services now account for 57.7% of GDP, industry for 35.6%, and agriculture for 6.7%.
Growth was front-loaded: first-quarter GDP rose 5.4% year on year, second quarter 5.2%, third quarter 4.8%, and fourth quarter 4.5%. GDP per capita was 99,665 yuan, up 5.1%, and gross national income was 1,393,700 billion yuan, also up 5.1%. Labour productivity rose 6.1% to 184,413 yuan per person.
Founder takeaway: a services-dominated economy growing at 5% with rising productivity is a market where B2B services, software, and professional support can scale, but one where a fourth-quarter slowdown argues for conservative revenue assumptions in your first year.
Demand Composition: Consumption, Investment, and Net Exports
Final consumption expenditure contributed 2.6 percentage points to GDP growth, gross capital formation 0.8 points, and net exports of goods and services 1.6 points. Consumer prices were flat year on year, while producer prices for industrial goods fell 2.6% and purchaser prices fell 3.0%. Agricultural producer prices fell 3.7%.
Property remained weak. In December, among 70 large and medium-sized cities, new commercial residential prices rose month on month in 6 cities, were flat in 6, and fell in 58; second-hand home prices fell month on month in all 70. Year on year, new home prices rose in 5 cities and fell in 65, while second-hand prices fell in all 70.
Founder takeaway: flat consumer prices and falling producer prices mean limited pricing power in commodity-like categories but room to negotiate input costs. If your business plan depends on property-linked demand, the data does not support optimism.
Industrial Upgrading: Where the State Wants Capital to Flow
Total industrial value added was 416,826 billion yuan, up 5.8%, with above-scale industry up 5.9%. By ownership, state-controlled enterprises rose 4.6%, shareholding enterprises 6.3%, foreign and Hong Kong/Macau/Taiwan-invested enterprises 3.9%, and private enterprises 5.3%. By category, mining rose 5.6%, manufacturing 6.4%, and utilities 2.3%.
Equipment manufacturing value added grew 9.2% and reached 36.8% of above-scale industry, with profits up 7.7%. High-tech manufacturing grew 9.4% to 17.1% of above-scale industry, with profits up 13.3%. Digital product manufacturing grew 9.3% to 12.5%. Output of service robots reached 18.581 million sets (up 16.1%), mobile communication base station equipment 5.364 million radio frequency modules (up 13.5%), and servers 5.970 million units (up 12.6%).
Within services, strategic emerging service firms above scale lifted revenue 9.3%, and high-tech service firms 7.9%. E-commerce transaction value was 467,339 billion yuan (up 2.5%), online retail sales 159,722 billion yuan (up 8.6%), and purchases of equipment and tools within fixed asset investment rose 11.8%. New business entities totalled 25.74 million, or 2.6 new enterprises per day on average.
Founder takeaway: the clearest growth pockets are equipment, high-tech manufacturing, digital products, and high-tech services. Note also that foreign-invested industrial enterprises grew more slowly than the industrial average, a reminder to benchmark your China entity against domestic competitors, not just the headline.
Urbanisation, Regions, and Where to Register
The urbanisation rate reached 67.89% at year end, up 0.89 percentage points. Regional GDP grew 5.0% in the east (730,876 billion yuan), 5.2% in the centre (299,108 billion yuan), 5.1% in the west (298,750 billion yuan), and 4.1% in the northeast (65,035 billion yuan). The Beijing-Tianjin-Hebei region reached 119,918 billion yuan (up 5.4%), the Yangtze Economic Belt 658,336 billion yuan (up 5.2%), and the Yangtze River Delta 346,595 billion yuan (up 5.4%). The Hainan Free Trade Port began island-wide closed customs operations.
Founder takeaway: the Yangtze River Delta and Beijing-Tianjin-Hebei combine scale and above-average growth. Hainan's closed customs operation is a specific development worth examining if your business involves trade in goods or duty-related planning.
Labour, Prices, and Currency
The population was 1,404.89 million at year end, down 3.39 million, with 953.80 million urban residents. Births were 7.92 million (birth rate 5.63 per thousand), deaths 11.31 million (8.04 per thousand), and natural growth was -2.41 per thousand. Employed persons totalled 725.04 million, of whom 475.35 million were urban, or 65.6%. Urban new jobs were 12.67 million, 110,000 more than the prior year. Average surveyed urban unemployment was 5.2%, ending the year at 5.1%. Migrant workers numbered 301.15 million (up 0.5%), including 180.06 million working outside their home area (up 0.8%).
Foreign exchange reserves were 33,579 billion US dollars, up 1,555 billion. The average yuan exchange rate was 7.1429 per US dollar, a depreciation of 0.3%.
Founder takeaway: a shrinking population alongside rising urban employment and mild currency movement supports wage-cost planning in cities but suggests tight competition for skilled staff. Model your payroll in renminbi and stress-test for small currency moves.
Green Transition and Energy
Carbon dioxide emissions per 10,000 yuan of GDP fell 5.0%. Clean energy generation — hydro, nuclear, wind, and solar — reached 4,248.1 billion kilowatt-hours, up 14.4%. New energy vehicle output was 16.524 million units (up 25.1%), with 43.97 million NEVs on the road at year end, 12.57 million more than a year earlier. Of 339 monitored cities at prefecture level and above, 72.6% met air quality standards. Among 3,641 national surface water monitoring points, 91.4% rated Grade I-III, 6.9% Grade IV, 1.1% Grade V, and 0.6% worse than Grade V.
Founder takeaway: clean energy, NEVs, and environmental compliance are durable themes. If you supply or service these sectors, the output and adoption figures give you a credible basis for demand forecasting.
Agriculture and Food Supply
Grain sown area was 119.41 million hectares, up 90,000 hectares. Grain output reached 714.88 million tonnes, up 8.38 million tonnes or 1.2%. Cereal output was 660.21 million tonnes (up 1.2%). Cotton output rose 7.7% to 6.64 million tonnes, oil-bearing crops 2.9% to 40.96 million tonnes, sugar crops 2.1% to 117.01 million tonnes, and tea 4.8% to 3.92 million tonnes. Meat output from pigs, cattle, sheep, and poultry was 100.72 million tonnes (up 4.2%). Aquatic product output was 76.57 million tonnes (up 4.1%).
Founder takeaway: for food, agritech, cold chain, or packaging ventures, supply volumes are stable and rising, but producer prices are falling — a margin environment that rewards efficiency over premium pricing.
